Starfleet flag officer originally commanding the Menkare Expedition.  Rear Admiral Kilgore was a Starfleet Academy classmate of Admiral Robert Lyon, and served with him as a starfighter pilot aboard the starship Seattle.  In 2368, when the expedition to the Menkare Expanse began, Kilgore coordinated the first five years of the exploration effort.  By 2373, when Lyon took charge, Kilgore made an agreement with the inhabitants of Kafre Prime to use their world for a resupply station and command hub for Starfleet's efforts in the area.
